1. Current and historical versions

Version 2.0 is the substantive revision for this release. It identifies the effective date, changes, affected matters and replacement relationship. Earlier versions remain readable and identified as historical; the actual former rules are not silently overwritten.

2. Consistency across formats

Web pages, Markdown, PDF, checklists, form declarations, certificates, notices and search summaries use the same approved content. Download format must match the actual MIME type, extension, language and permissions.

3. Transition

New submissions after the effective date use version 2.0. Applicants with pending earlier cases must be informed of substantive changes and their options, and retain their earlier snapshot. Historical decisions must not be retrospectively rewritten as if taken under the new threshold. Wording corrections and technical-condition changes are recorded separately.

4. Record the complete applicable edition

In addition to the standard number, record the year, amendments, supplements, issuing body and adoption in the target market. Regional differences require the actual sales territory to be stated. The description “international standard” alone is insufficient.

5. Check actual transition provisions

Changes to laws or standards may introduce transition periods, market-placement dates or different conditions for specific products. Verifiers record sources and reasons rather than merely replacing an identifier with the latest year.

6. Earlier reports are not automatically invalid

Check whether methods, clauses or limits have changed, the product configuration is unchanged, and the target market permits reliance on the report. Where differences can be resolved by a justified comparison or additional testing, retain the corresponding records.

7. Requirements changing after an award

Where new requirements affect the original finding, assess their application date, evidence gaps and necessary restrictions or updates. Historical records retain their original basis and must not be rewritten as if verification under the new standard had already occurred.

8. Records, administration and correction

For matters covered by this document, records must retain the application or case number, specific product and market, version used, documents and page references, responsible personnel, material dates, reasons and formal notices. Personal information and trade secrets are handled according to access permissions. Questions about a record may be raised through correction, complaint or reconsideration channels available to an entitled applicant. Submission alone does not alter an existing decision or licence. The outcome is determined by the formal notice and current record.

9. Effective date, application and version control

Version 2.0 of this document is published and takes effect on 19 October 2026. It applies to relevant matters formally submitted after that date. Existing applications retain their original snapshot and rules. Material changes are notified separately and handled under transitional arrangements; new conditions are not retrospectively inserted into historical decisions. Website and downloadable texts must agree. Superseded versions identify their replacement, and name or wording corrections are recorded separately from substantive amendments.
