Food-contact utensils and packaging: positive list and material requirements
Identify the market and product category first. Each dossier separates legal duties, referenced standards, evidence and the comparison needed for an award.
Product Scope
Food utensils, containers and packaging. The positive list applies to the prescribed synthetic-resin materials; material-specific and use-specific requirements remain relevant for other materials.
Requirements
Identify every food-contact layer, resin/base substance, additive and intended food-use condition. Check the positive-list listing and restrictions together with applicable material, migration and use requirements; supplier declarations must trace to the actual composition.
Required Evidence
Provide the material formulation or controlled composition declaration, supply-chain confirmation, full relevant tests and the food type, contact duration, temperature and repeated-use conditions.
Comparison for the Awards
Positive-list inclusion alone does not prove low migration, and food-contact safety does not establish superior insulation. Compare the actual relevant requirement under matching contact conditions.
Version & Transition
The positive-list transition ended on 31 May 2025. CAA publishes the post-1 June 2025 lists, a 5 June 2026 Q&A and 2026 updates to use-specific arrangements; historical MHLW pages are not the sole current source.
Official Sources
Applicability depends on the product classification, intended use, configuration and actual sales territory. Manufacturing, placing-on-the-market and testing dates, together with transition provisions, are checked as required by each applicable rule. The directory identifies sources; it does not replace assessment of the specific model. Standards are identified by reference, and their authoritative texts remain with the issuing bodies. Official source documents retain their original language.
