JP · Act on Control of Household Products Containing Harmful Substances; product/substance schedule
Harmful substances in household textiles and leather goods
Identify the market and product category first. Each dossier separates legal duties, referenced standards, evidence and the comparison needed for an award.
Product Scope
The household products designated for each regulated substance. Infant textile, adult clothing, bedding and leather products do not necessarily share the same scope or limits.
Requirements
Build a product-by-substance matrix for the actual material and use. Check formaldehyde, regulated azo-dye-derived aromatic amines and any other listed substances only where the schedule makes them applicable.
Required Evidence
Provide material/colour allocation, intended age and use, sampling and complete chemical reports with method, quantification limits and results.
Comparison for the Awards
A non-detect statement requires its reporting limit before comparison. Voluntary industry guidance can differ from the legal product scope and must be labelled separately.
Version & Transition
Use MHLW's current regulated-product/substance table; its English overview is dated 1 April 2025. A revision proposal is not a new operative limit.
Official Sources
Applicability depends on the product classification, intended use, configuration and actual sales territory. Manufacturing, placing-on-the-market and testing dates, together with transition provisions, are checked as required by each applicable rule. The directory identifies sources; it does not replace assessment of the specific model. Standards are identified by reference, and their authoritative texts remain with the issuing bodies. Official source documents retain their original language.
