Toys: mandatory ASTM F963 requirements
Identify the market and product category first. Each dossier separates legal duties, referenced standards, evidence and the comparison needed for an award.
Product Scope
Toys within the scope of Part 1250; age grading and the actual play function determine the applicable clauses.
Requirements
F963-23 applies to toys manufactured from 20 April 2024. Mechanical, physical, chemical and other applicable provisions must be assessed; not every clause requires the same testing route. Toys primarily intended for children aged 12 or younger require testing by a CPSC-accepted third-party laboratory for applicable children’s product safety rules.
Required Evidence
Age assessment, applicable-clause matrix, complete reports, laboratory acceptance scope, CPC and production traceability.
Comparison for the Awards
A pass is the legal baseline. Any superior result must identify a measurable requirement and the same method and conditioning; warning compliance alone cannot establish superior quality.
Version & Transition
F963-23 is the accepted edition identified by CPSC at verification. Successor editions and manufacturing dates must be checked for each application.
Official Sources
Applicability depends on the product classification, intended use, configuration and actual sales territory. Manufacturing, placing-on-the-market and testing dates, together with transition provisions, are checked as required by each applicable rule. The directory identifies sources; it does not replace assessment of the specific model. Standards are identified by reference, and their authoritative texts remain with the issuing bodies. Official source documents retain their original language.
