Batteries: category-specific safety, performance and lifecycle duties
Identify the market and product category first. Each dossier separates legal duties, referenced standards, evidence and the comparison needed for an award.
Product Scope
All battery categories, including incorporated batteries, with different duties for portable, SLI, light-means-of-transport, electric-vehicle and industrial batteries. A stationary battery energy-storage system triggers specific safety and technical evidence; the complete storage system can also trigger other product laws.
Requirements
Identify category, capacity and market date before applying substance restrictions, conformity assessment, labelling, performance/durability information, safety, removability and passport duties. Annex V safety parameters concern stationary battery energy-storage systems; they are not a universal test schedule for every cell. Carbon-footprint and other future duties depend on staged dates and implementing conditions.
Required Evidence
Provide the category rationale, model/chemistry/BMS definition, complete applicable safety and performance reports, risk analysis, technical file, declaration and required marking. Verify the conformity-assessment module and any notified-body involvement actually required, rather than assuming every report must be a government-issued certificate.
Comparison for the Awards
A claim concerning capacity retention, efficiency or hazardous-substance margin needs a presently applicable comparison requirement and identical duty cycle, temperature and state-of-charge conditions. Passing transport tests or carrying a future passport does not itself demonstrate superior battery quality.
Version & Transition
The Regulation generally applies from 18 February 2024 with many staged provisions. Regulation 2025/1561 postponed battery due-diligence obligations to 18 August 2027. Do not treat all 2027 removability or passport duties as already mandatory in October 2026.
Official Sources
Applicability depends on the product classification, intended use, configuration and actual sales territory. Manufacturing, placing-on-the-market and testing dates, together with transition provisions, are checked as required by each applicable rule. The directory identifies sources; it does not replace assessment of the specific model. Standards are identified by reference, and their authoritative texts remain with the issuing bodies. Official source documents retain their original language.
