Construction products: declared performance and technical specifications
Identify the market and product category first. Each dossier separates legal duties, referenced standards, evidence and the comparison needed for an award.
Product Scope
Products intended for permanent incorporation in construction works where performance affects the relevant basic requirements. Identify the product family, intended use, cited harmonised technical specification or European Technical Assessment and actual Member State installation requirements.
Requirements
The legal route links declared characteristics and assessment systems to the applicable specification. Reaction to fire, thermal performance, strength, watertightness or emissions are product- and use-specific. Unlike a generic voluntary-standard explanation, CPR can require the prescribed assessment and performance-declaration route for covered products; CE marking does not itself establish suitability for every building use.
Required Evidence
Provide the applicable specification/ETA, declared intended use, full assessment and testing, factory-production-control evidence, performance declaration and required body certificates. Verify the body’s exact AVCP/AVS task and product scope. A laboratory result for raw board does not necessarily cover the finished wall or door assembly.
Comparison for the Awards
Compare a declared essential characteristic against the legally required level for the actual intended use and Member State, using the required method and classification. A CE mark or a higher class without an applicable regulatory reference cannot alone support an above-regulatory claim.
Version & Transition
Regulation 2024/3110 generally applies from 8 January 2026 with detailed phased and legacy provisions. Key provisions of 305/2011 and existing specification routes remain in transition; determine the governing regime for the actual product rather than replacing all older references at once.
Official Sources
Applicability depends on the product classification, intended use, configuration and actual sales territory. Manufacturing, placing-on-the-market and testing dates, together with transition provisions, are checked as required by each applicable rule. The directory identifies sources; it does not replace assessment of the specific model. Standards are identified by reference, and their authoritative texts remain with the issuing bodies. Official source documents retain their original language.
