EU · Regulation (EU) 2023/988
General consumer-product safety and traceability
Identify the market and product category first. Each dossier separates legal duties, referenced standards, evidence and the comparison needed for an award.
Product Scope
Consumer products, including products reasonably likely to be used by consumers. The general safety requirement covers risks not already addressed by specific Union harmonisation legislation; industrial-only equipment and excluded sectors require separate classification.
Requirements
Assess foreseeable use and misuse, vulnerable users, product interactions, appearance and relevant cybersecurity effects on safety. Keep a documented risk analysis, product identification and economic-operator details. Distance-sale offers must provide the required identity, responsible-person and warning information. A safe-product duty is not a universal numerical performance threshold.
Required Evidence
Provide the complete risk assessment, test reports for the identified hazards, traceable model and batch information, instructions and market-language warnings, EU responsible-person details and corrective-action arrangements. Published standard references establish a presumption only for their covered risks.
Comparison for the Awards
Record compliance as the baseline. A GSQA comparison must identify a particular applicable legal requirement or a properly established technical route; a file being complete, or a product being described as safe, cannot be converted into an above-standard percentage.
Version & Transition
Applies from 13 December 2024. Check the applicable consolidated text and the original amending acts for the placing-on-market date. NI follows the EU GPSR route; GB does not apply this Regulation as its general-product-safety law.
Official Sources
Applicability depends on the product classification, intended use, configuration and actual sales territory. Manufacturing, placing-on-the-market and testing dates, together with transition provisions, are checked as required by each applicable rule. The directory identifies sources; it does not replace assessment of the specific model. Standards are identified by reference, and their authoritative texts remain with the issuing bodies. Official source documents retain their original language.
