Notarisation and Apostille Rules
GSQA-EVD-004
Applicable document chain
Identify the original, English material, notarisation and authentication steps from the report’s actual language, legal nature, place of issue and receiving relationship. Reports, translations and notarial documents may originate in different territories and are checked separately. Where a private report first requires a notarial instrument, follow the issuing jurisdiction’s procedure; a laboratory stamp does not itself make the report a public document eligible for an Apostille.
Where the Convention does not apply
Check an actually permitted provenance-authentication route that is independently verifiable and meets acceptance requirements. Never fabricate an Apostille or treat non-application as exemption from verification. Resolve questions before an award is granted.
Limits of authentication
Authentication of provenance does not establish technical accuracy, the organisation’s qualification for the test or product conformity, and does not replace statutory market access. Report, translation, notarial document, authentication number and attachment scope must correspond.
Identify documents and places of issue first
Reports, translations and notarial documents may originate in different jurisdictions. Record each actual place of issue, document nature, acceptance relationship and corresponding number. Do not infer these from brand nationality or a laboratory’s trademark.
Complete chain for non-English reports
A non-English report requires its original, complete English translation and applicable notarisation and authentication. Identify the object at each stage: original, translation, signature, copy or notarial instrument, including pages and annexes. After authentication, recheck report number, version, signature and annex scope so that the authenticated material matches the application.
Apply the Apostille Convention to the actual relationship
Check Convention status, the applicable relationship, competent authority and document type. Where it does not apply, verify an actually permitted authentication route meeting acceptance requirements. Do not invent an Apostille or automatically waive source verification.
Separate authentication from technical verification
Within its scope, an Apostille authenticates a signature, the signatory’s capacity or the origin of a seal. It does not establish report accuracy, passing results, laboratory qualification or market access. Verify electronic authentication through the actual official channel.
Official verification and discrepancies
Check Apostilles and other authentication through the competent authority or its official electronic verification channel, recording number, issue date, object and result. QR images, screenshots and an agent’s assurance do not replace verification. Doubts about scope, issuer or numbering must be resolved before an award; fabricated authentication or self-declared exemption is not acceptable.
Authentication and application procedure
Record provenance under GSQA-EVD-006, link English material under GSQA-EVD-003 and review technical results and qualifications separately. Where the Convention does not apply or the route is unclear, establish a lawful route meeting the receiving conditions. Receipt does not establish completion. Authentication issues are checked against the issuing authority’s actual rules and records.
